The objective of this research is to document and compare the costs of approaches used by state DOTs to address impacts to outdoor advertising signs that result from highway improvement projects. The research will collect and analyze data on administrative burdens and economic costs associated with (1) acquisition of signs and (2) relocation of signs.
Relocation approaches to be considered include (1) placement of signs directly off the right of way, (2) relocations within a 50-mile radius under the Uniform Act, and (3) alternative or emerging approaches to negotiating relocation sites. The data will be analyzed in a comparative study to determine the most cost-effective and resource-efficient approach.
