Transportation agency staff and decision makers are hungry for information on how connected vehicles and automated vehicles will affect their agencies. Articles regularly appear in the media targeted at a general audience but technical information is more difficult to find, particularly since there are so many efforts underway in the public and private sectors. The media articles are also spawning interest and concerns from the public and legislators that agency staff must address.
The objective of this project is to develop a strategic communications plan for the NCHRP 20-102 efforts that, to the extent practical, complements communications efforts underway for other significant public and private CV/AV efforts. The plan should describe target audiences and their information needs and communications strategies, channels, and products for meeting those needs.
Task 1. Identify significant CV/AV development efforts in the public and private sectors and, to the extent possible, collect information on their communications strategies and plans.
Task 2. Review TRB’s Strategic Communication Plan and identify those elements that are applicable to this effort.
Task 3. Characterize target audiences for information being developed through the NCHRP 20-102 efforts and identify communications strategies and channels appropriate for each. Use telephone interviews or other means to determine the critical needs of these audiences.
Task 4. Conduct a detailed interview with the director of the National Operations Center of Excellence to determine how it can be incorporated into the communications plan.
Task 5. Develop an actionable communications plan relating to activities in the CV/AV topic area, including metrics, timelines, and responsibilities. As far as the budget allows, develop products defined in the plan. The plan should describe areas of collaboration with related efforts
