The goal of this research was to create a new strategic plan for the AASHTO Standing Committee on the Environment (SCOE) and its four subcommittees--Environmental Process; Cultural and Community Concerns; Natural Resources; and Air Quality, Energy, and Climate Change. A second objective was to produce research road maps to support issues of interest to these subcommittees. The road maps are appended to the Strategic Plan and are as follows:
