The objective of this task was to conduct a review of the literature to (1) synthesize past and existing research on the subject with emphasis on past NCHRP and state DOT work; (2) provide guidelines for DOTs based on effective practices and standards; and (3) scope a larger NCHRP project that could be submitted to AASHTO SCOE for consideration.  The final report is posted here.
