The objective of this research was to produce an initial executive-level analyses of current surface transportation investment needs of the type presented in previous “Bottom Line” studies. The research drew on available existing materials but was intended to lay a groundwork for subsequent more in-depth analyses. In this context, "investment needs" were defined to include investments to maintain and preserve existing system components as well as those warranted to enhance the system’s capabilities to meet future demands.
