The objective of this research was to investigate and analyze ways that the states can more effectively share tools and templates for the implementation of NEPA to more efficiently develop and maintain these resources. The product of the research is an electronic report that provides (a) suggest approaches to sharing manuals, templates, etc. in the most efficient way; and (b) methods for state DOTs to effectively update and maintain manuals, templates, and links to these documents.
