The objective of this research was to evaluate (a) how state DOTs are addressing existing environmental requirements and stewardship in their highway maintenance programs, (b) how personnel are trained so that the staff are aware of/and understand compliance with environmental requirements, (c) stewardship policies and practices that are in place and how the notion of stewardship is engendered in the agency, and (d) how DOTs are measuring compliance and stewardship accomplishments through the use of comprehensive audits and assessments.
