In 2012, AASHTO's Standing Committee on Performance Management (SCOPM) and others are engaged in substantial efforts to advance the U. S. state of practice in performance management.  This project was initially motivated by a 2009 scan-team visit to transportation agencies in four other countries to study how these agencies use performance management practices to demonstrate accountability to elected officials and the public. The scan team members suggested that the international perspective could provide a basis for developing strategic guidance for the coming decade of U. S. efforts to implement effective transportation program performance management.  Following initial identification of this proposed project, completion of other NCHRP research and advances in thinking by SCOPM leadership motivated cancellation of this project and reassignment of the project's funding.
