In this project, the consultant identified the grand challenges that face highway winter maintenance operations and the research needed to address them based on the input provided by the participants of a workshop. These participants included members from the AASHTO Highway Subcommittee on Maintenance, personnel from public agencies that conduct winter maintenance, the Federal Highway Administration, academia, and consultants.  The research has been competed; the final report titled "Grand Challenges: A Research Plan for Winter Maintenance" has been received and provided to AASHTO staff to make it available to the chair and members of the AASHTO Highway Subcommittees on Maintenance, and, if appropriate, take the next steps toward its adoption by the Subcommmittee.  (NCHRP staff: A.
