This report presents the results of a comprehensive review and analysis of existing information on the various procedures that have been employed by highway agencies under a wide variety of organizational structures to translate the results of research into practice. The processes in several instances are subjected to detailed dissection so that the important elements can be easily recognized by those wishing to improve their own implementation practices. Most successful procedures were found to be constructed around the premise that effective implementation is a continuous process that begins at the earliest stage of planning of a research endeavor and remains active until utilization of the product of the endeavor is realized.
