This report presents the results of a comprehensive review and analysis of existing information on the various procedures that have been employed by highway agencies under a wide variety of organizational structures to translate the results of research into practice. The processes in several instances are subjected to detailed dissection so that the important elements can be easily recognized by those wishing to improve their own implementation practices.
