OBJECTIVE
The objective of this project was to develop a scope and detailed table of contents for an AASHTO Guide to Systems Operations and Management based on input from operations professionals, knowledge of the industry, and familiarity with existing AASHTO guides.
STATUS
The project is complete. The project deliverables (including a draft table of contents for an AASHTO Guide and a summary of interviews that were conducted) have been sent to the AASHTO Highway Subcommittee on Systems Operations and Management. That committee approved an NCHRP problem statement for the development of the guide which is now NCHRP Project 03-94.
BACKGROUND
Systems operations and management is becoming recognized as a discipline focused on maximizing the efficiency and safety of the transportation network. It requires attention from and coordination of many functions in a state DOT, including traffic engineering, maintenance, ITS, safety, planning, design and construction. In recent years, the AASHTO SCOH has updated the AASHTO Maintenance Manual and the Design Guide to be inclusive of good systems operations and management practices. However, no single guide exists to help state DOTs develop a systems operations and management program in whole and define related good practices. An AASHTO guidebook is needed to define and further advance the discipline.
TASKS
- Interview state DOT operations managers to determine potential content for the guide.
- Develop a draft scope and table of contents.
- Revise the scope and contents based on feedback from the members of the AASHTO Highways Subcommittee on Systems Operations and Management.
- Provide a final scope and table of contents.
