The objectives of this research were to evaluate the role and effectiveness of the Highway Innovative Technology Evaluation Center (HITEC) in overcoming barriers to the introduction of new and innovative technologies into the highway market and recommend modifications to HITEC to maximize it effectiveness and utility to state transportation agencies and the vendor community.
