Task 102, FY 1999, "Project-Development Policies and Practices" (Parsons Brinckerhoff of Ohio, Inc., James Bednar). The study produced a synthesis of innovative project development policies and practices in the form of best practices and case studies. There are a myriad of environmental and related laws, regulations, and policies affecting transportation project development and permitting. Most participants and other interested parties believe that this process is too long. Many innovative practices and strategies have evolved to help expedite project development and permitting. The results of this task will be of particular interest to the members of the AASHTO Standing Committee on the Environment, the Standing Committee on Planning, and the Environmental Task Force of the Highway Subcommittee on Design. The final report contributes to the fulfillment of one of the strategies in AASHTO's Strategic Plan. AASHTO has published and distributed the final report entitled, Environmental Successes in Transportation Project Development. (NCHRP Staff: R.D. McCready)
