The present NBI reporting system, including sufficiency rating numbers, is no longer an adequate indicator of bridge performance considering that most states have implemented bridge management systems. States would greatly benefit from the development of new performance criteria that would better fit the more refined outputs available from bridge management and rating systems. Future state and national bridge needs should be based on new nationally accepted criteria. The research needed is for the development of performance measures taking into consideration load capacity, structural condition, and obsolescence. The measures should be based on element-level inspection and bridge management system outputs. The urgency and payoff for this research are driven by the fact that most states have implemented element-level inspection procedures and bridge management systems that do not directly relate to the NBI inspection process.
