Task 67, FY 1994, "AASHTO Publications in CD-ROM Format" (Mr. Byron Blaschke). The use of CD-ROM as a distribution mechanism for AASHTO's technical publications raises a number of complex questions, including copyrights, dealing with frequent changes to documents, costs, user needs, and controls over computer-readable forms of documents. A consultant identified the various AASHTO publications, reviewed the opportunities and constraints associated with the distribution of these publications on CD-ROM, and gathered feedback from prospective users of the publications. The results from this effort have verified a strong interest in utilizing CD-ROM technology, and consequently a second phase effort was initiated to consider technical, user, administrative, and legal issues and recommend a business plan for AASHTO. A business plan was developed for AASHTO. It includes background on electronic media and delivery formats for AASHTO documents, and it provides an opportunity for analysis and recommendations.
