Task 63, FY 1993, "Development of a Manual for State Transportation Research" (Mr. Eugene F. Reilly). A problem statement (95-SP-8, Development of a Manual for State Transportation Research) was submitted to the Standing Committee on Research (SCOR) and discussed during the March 1994 SCOR meeting. This problem statement proposed the development of a generic research manual in response to the increased emphasis on state transportation research and the greater autonomy made possible by changes in federal oversight activities. The Region 4 RAC requested that the Standing Committee on Highways fund a project to initiate development of the manual in a timely manner. At the meeting on October 23, 1993, the 20-7 Project Panel decided to fund the subject study at $50,000. The PI prepared an Interim Guide for State Transportation Research, which addresses the federal rulemaking. A final report was prepared that addresses all state transportation research issues. In March 1994, SCOR approved NCHRP Project 20-38, "Development of a Manual for State Transportation Research," so this task is complete.
