This research will review current tools for modeling for routine CO hot spot analysis, identify gaps and needs, and make recommendations for enhancements or further research. The study will begin with an analysis of the Illinois COSIM and Washington WASIST tools. The ultimate goal is the development of modeling tool which includes include preset intersection configurations and use CAL3QHC, along with MOBILE6x or MOVES emission factors to provide background levels. The modeling tool could also be used for CO conformity (and possibly PM2.5 / PM10 conformity in the future) if approved by US EPA.
