The research will focus on determining how state transportation agencies have addressed the change in effort to ensure compliance with NPDES Phase II requirements. Research will be directed toward determining staffing and organizational structure throughout the entire agency to address NPDES Phase II compliance for construction activities as well as the stormwater management program as a regulated MS4.
