In this project, the researchers reviewed practices relevant to the condition assessment systems (CAS) and developed a Guide to Maintenance Condition Assessment Systems. The Guide describes the characteristics of an enhanced condition assessment system, provides examples of the types of attributes most commonly used, and illustrates use of a maintenance condition assessment survey for budgeting and programming activities and for other planning functions. This enhanced CAS provides the information needed to conduct performance-based budgeting that links resource requirements to each of the possible levels of service and thus assists in estimating the financial implications of moving from one level of service to another in response to changes in budgets and customer expectations. Also, the researchers prepared a final report that details the work performed in the project and used in developing the Guide. The research has been competed; the final report has been received and provided to AASHTO staff to make it available to the chair and members of the AASHTO Highway Subcommittees on Maintenance and other interested parties.
