Research developed a strategy and detailed implementation plan for the merger of high density polyethylene plastic pipe testing protocols used by the AASHTO National Transportation Product Evaluation Program (NTPEP), the Plastic Pipe Institute (PPI), and the Eastern States Consortium (ESC) into one testing program jointly administered by NTPEP, PPI, and ESC stakeholders.
