The project supported activities of the TRB-LTPP committee and other LTPP expert task groups and facilitated review of the status of LTPP field operations, data analysis, and product development activities, and the identification of future needs and plans for implementation.

The Transportation Equity Act for the 21st Century (TEA-21) that was signed into law in June 1998 limited the FHWA funds available for supporting the Long Term Pavement Performance (LTPP) studies. This limitation prompted the American Association of State Highway and Transportation Officials (AASHTO) to supplement the federal funds provided for LTPP with funds of the NCHRP to ensure the continued effectiveness of these activities. A portion of these funds will supplement the funds available from the FHWA to support the TRB-LTPP advisory structure--consisting of the TRB committee on Long-Term Pavement Performance, the TRB Subcommittee on LTPP Products, and four Expert Task Groups (ETG). These ETGs are concerned with (1) LTPP Data Analysis, (2) LTPP Traffic Data Collection and Analysis, (3) LTPP Distress and Profile Data Collection and Analysis, and (4) LTPP Materials Data Collection and Analysis.

The committees and task groups held several meetings, reviewed work plans and component tasks of projects conducted by FHWA and the progress of projects conducted by the NCHRP in support of LTPP related research, developed recommendations on data collection, data analysis, and product development activities appropriate for undertaking by the NCHRP or the FHWA, and documented these recommendations letters submitted by the chair of the TRB LTPP Committee to the FHWA and AASHTO.
