Strategic Plan Implementation Support Services for SCOTSEM

OBJECTIVE
 
The objective of this research is to provide support services to assist AASHTO SCOTSEM to accomplish the new Mission as articulated in the 4th Generation Strategic Directions (2014-2018) Plan. The scope of these services encompasses the following three (3) tasks, plus monthly, quarterly, and annual reporting:
 
TASK 1:          4th Generation Strategic Directions Implementation
The research teamwill work with and provide technical and strategic support to AASHTO as it pertains to the SCOTSEM transition. The research team will provide advice and support to the SCOTSEM Leadership Team and will coordinate with the other AASHTO and TRB initiatives that may influence or be influenced by SCOTSEM. The research team will assist AASHTO staff in developing committee and subcommittee meeting agendas and will coordinate communication from subcontractors. Key support services carried out under this Task may include but are not limited to:
  • Developing draft and final Work Plans for the SCOTSEM Leadership Team
  • Assisting in developing Technical Working Group Work Plans
  • Drafting Performance Measures for consideration by the Special Committee
  • Drafting necessary Annual Reports and Performance Reports
 
TASK 2: Facilitating Research Deployment/Dissemination
The research team will assist with the development of documents outlining activities for dissemination of research results into activity practice and AASHTO policy. Support services provided for in this Task may include but are not limited to:
  • Designing peer to peer exchange events
  • Trend identification leading to research directions and needs
  • Dissemination planning of previous research results
  • Trend monitoring and reporting to AASHTO staff and SCOTSEM leadership
  • Classification and recommendations of which research products should be considered for adoption and/or balloting by the AASHTO community.
 
TASK 3: Coordinate/Integrate Outreach and Stakeholder Engagement
The research team will assist with various stakeholder outreach activities in order to raise the visibility of SCOTSEM within AASHTO and the DOT community. Support services provided for in this task may include but are not limited to:
  • Assisting the SCOTSEM Leadership Team and AASHTO staff in support of their activities through committee meetings, conference calls, and webinars
  • Develop SCOTSEM informational material
  • Provide support for 2015 annual meeting planning activities
  • Provide support for 2016 annual meeting planning activities
  • Develop SCOTSEM briefing materials for use by the SCOTSEM Leadership Team
 
STATUS
  
Complete. Published by AASHTO. The contractor's final version of “Understanding Transportation Resilience: A 2016-2018 Roadmap,” has been approved by the 20-59(14C) panel. A PowerPoint presentation was developed to present the roadmap.  It is expected that this roadmap will be of interest to those conducting research on transportation resilience issues. This roadmap will also serve to inform the work that will be done in NCHRP Project 20-59(55) and NCHRP Project 20-117; the panel for those projects (NCHRP 20-59) will have full discretion to amend the roadmap as they see fit.
