Final Scope
 
Airport operators routinely enter into contractual agreements for facility operations, goods and services.  Many contracts explicitly oblige reporting to ensure that performance obligations are met.  As a result of an increasing focus on sustainability, airport operators are seeking contract mechanisms to enhance environmental sustainability.  Agreements with tenants, concessionaires and vendors provide opportunities for airports to work with their business partners to further airport environmental performance.
 
The objective of this report is to provide airports with effective practices and tools to integrate environmental sustainability into their contracts.  The intended audience for this report includes airport management and staff responsible for airport contracts.
 
The following table illustrates types of contracts typically used at airports and examples of topics those contracts could address.

Alternative fuels, anti-idling, dynamic efficiency, fleet composition

Procurement of Goods

Green products, recycled content, office supplies, chemical supplies, fleet vehicles

Procurement of Services

Design services, landscaping, custodial, maintenance, construction, information technology, travel

Ground Leases

Tenant improvements, operations, maintenance

Interagency Agreements

Energy efficiency, confiscated goods, waste management and recycling, transportation planning, stormwater management

 

The following table illustrates the project panel’s perspective that there are opportunities in phases of every project or program to integrate environmental sustainability language in contract documents.

This synthesis of current practice will identify opportunities within airport contracting and procurement for integrating contract language that enhances environmental sustainability through requirements or incentives.  The principal investigator will synthesize information from literature, existing airport contracts and policies, and interview airport staff to develop case examples of effective practices.

 

Case example interviews may include the following airports:

Additionally, examples may come from non-airport related environmental contracts (e.g., other transportation facilities or providers).  The principal investigator shall identify gaps in knowledge and further research to fill knowledge gaps.
