The project is complete.  A Peer Exchange was held in conjunction with the AASHTO Highway Subcommittee on Materials (SOM) annual meeting in mid August 2009.   Peer Exchange participants discussed the issue of how AASHTO SOM would maintain standards through the use of voluntary members.  The participants identified options for dealing with this issue.  These options and Subcommittee recommendations were presented to the AASHTO Standing Committee on Highways in late October 2009 for review and approval.  (NCHRP Staff: A.
