This report documents validation and sensitivity issues that should be considered in the development and deployment of statewide models. The report can be used as a supplement to the FHWA and NCHRP guidance on model estimation and validation for urban models and highlight ways in which statewide models should be treated differently from urban models. As preparation for this report 30 statewide models were reviewed as well as numerous documents on travel demand modeling.
