Comments:
Thank you for your
supportive comments. In regard to comments made in the D-21 review about
combining it with D-20, we believe each problem statement has merit on its own
and they should be considered separately. Problem Statement D-21
deals with establishing a practical methodology and tools for obtaining ground
truth (i.e., quantification of accuracy, precision, and bias) of raw traffic
volume counts obtained either from portable or permanent automated traffic
counters. Its outcome will inform the update of ASTM E2532-09. On
the other hand, D-20 focuses on field testing of different equipment used for
short-term counts and establishing the accuracy of various technologies
currently available for obtaining short term counts. As such, it utilizes
ground truth accuracy counts (obtained either from permanently installed
continuously counting equipment, video, or manual counts) as a reference for
calculating accuracy and establishing bias of equipment used for short-term
counts.
We agree with the
reviewers’ comment and recommendation about the budget and period of
performance and recommend the following update:

$450,000. Research Period: 30 months.
