A preventive maintenance program has recently been implemented into the New Jersey Department of Transportation Pavement Management System (PMS). The program consists of a short-term component for the development of a program to address current needs, and a long-term component for the development of multi-year programs. Preventive maintenance (PM) activities are considered in the long-term component through package treatments that are a combination of individual rehabilitation activities together with preventive maintenance treatments applied in stages over time. Analyses were performed to assess the impact of incorporating the PM activities as part of the overall pavement preservation program for NJDOT. Results from budget and network optimization analyses indicate that package treatments are more cost effective than individual rehabilitation treatments. Also, under the same budget constraints and using package treatments instead of individual rehabilitation activities, more significant improvement can be realized. An additional benefit of using package treatments is that the preventive maintenance is considered in the planning phase, which ensures that adequate funds are allocated to them. By combining rehabilitation and PM treatments into one package, PM is not treated as a separate entity and does not compete with rehabilitation and other activities for funds. Details of the how the preventive maintenance program was integrated into the NJDOT pavement management system together with results assessing the potential benefits are presented in this paper.
