The Transportation Research Board (TRB) updated the 1985 Highway Capacity Manual (HCM) in 1994. Concurrent with the distribution of the 1994 update, the NCHRP and the TRB Highway Capacity and Quality of Service (HCQS) Committee initiated a major effort to provide the user community with a completely new and updated HCM by the Year 2000 (HCM 2000).

The objective of this project was to develop and deliver a complete document, both book and CD-ROM, that could be distributed as the HCM 2000. The content and organization of the HCM 2000 was based on extensive discussions with HCM users conducted as part of Project 3-55. In addition to the text and exhibits of the book, the CD-ROM includes tutorials, narrated example problems, explanatory videos, navigation tools, hyperlinks between sections of the manual, and easy access to calculating software.

The original intent of this project was to produce only metric versions of the text and CD-ROM. The project was amended to also produce versions using the U.S. customary system of units. This conversion to the U.S. customary system of units was funded as NCHRP Project 20-7/Task 123.

Status: The metric and U.S. customary system of unit HCM 2000s were published, including CD-ROMs. They were subsequently replaced by the HCM 2010.
