ACRP Synthesis 11-03/Topic S01-34 [New]

Leveraging Technology to Streamline Capital Improvement Program Management

  Project Data
Funds: $75,000
Staff Responsibility: Jordan Christensen
Research Agency: -----
Fiscal Year: 2026

ACRP is soliciting Letters of Interest from those interested in performing the research work. A cover letter plus a resume or CV should convey a concise idea of your knowledge of the topic and your related work and experience in the subject area. A statement that you can comply with the terms of the contract should be included. A panel of topic experts will select the contractor at their first panel meeting. The deadline for letters of interest is February 2, 2026 by 5pm eastern and can be submitted at https://survey.alchemer.com/s3/8553743/ACRP-Synthesis-LOI-2026

Tentative Scope

Inconsistent technology use across airports, state aviation departments, and federal agencies can create inefficiencies in Capital Improvement Program (CIP) management. Airports are starting to implement technological systems for CIP project management and data sharing, which allow for collaboration and streamlined processes. It also allows an airport to track recurring projects and share information across departments.

The objective of this synthesis is to document practices leveraging technology in ways to streamline Capital Improvement Program processes through information sharing.

Information to be described in a concise report includes (but is not limited to):

  •  A literature review that includes existing technological practices and guidance.
  • Identifying technological capabilities and practices that airports or state aeronautical agencies utilize for CIP management.
  • Documenting examples of leveraging scalable technology to streamlined CIP processes, and collaboration among peers
  • Documenting the benefits and challenges of the different technological systems and practices.
  • Case examples should include a variety of airport governance structures (i.e. authority, port authority, city-owned) and sizes.

Information will be collected through literature review, a survey of airports if applicable, and interviews with selected airports for the development of case examples. Knowledge gaps and suggestions for future research to address those gaps will also be identified.
