Final Scope
Automated Traffic Signal Performance Measures (ATSPMs) have emerged as a tool to support objectives and performance-based approaches to traffic signal operations, maintenance, management, and design. State DOTs traditionally own and sometimes manage and operate traffic signals through routine, scheduled processes. ATSPMs can help improve active performance monitoring, resource allocation, safety, and operations. ATSPMs can offer insights and performance metrics, facilitating dynamic signal timing optimization without extensive manual data collection. By directing resources strategically, ATSPM systems aim to enhance safety and reliability across all transportation modes. However, DOTs may face challenges with implementation, maintenance, and operation/expansion of the systems.
The objective of this synthesis is to document state DOT practices for enhancing traffic signal management, operations, and maintenance along networks and corridors through the deployment and use of ATSPM systems.
Information to be gathered includes (but is not limited to):
- State DOTs use of ATSPM -directly or indirectly- for active traffic signal monitoring, evaluation, optimization, and maintenance;
- Common applications of ATSPMs for traffic signal optimization processes (e.g., in-house programs, corridor studies, and post-construction projects, etc.);
- Factors influencing traffic signal optimization, including procedural policies, funding and scheduling constraints, extent of data collection, geographic considerations, safety, and performance;
- Adoption of big data practices and procedures, encompassing data sources, data retention, frequency of updates, and data flow techniques in operational models;
- Review aggregation reporting/practices for traffic signal optimization and safety performance analysis;
- Funding sources, funding strategies, and examination of return on investment metrics;
- Staff requirement and training initiatives for ATSPM implementation and maintenance; and
- Challenges and issues associated with the transition from traditional reactive traffic signal timing to active approaches using tools like ATSPMs.
Information will be gathered through a literature review, a survey of state DOTs, and follow-up interviews with selected DOTs for the development of case examples. Gaps and suggestions for research to address those gaps will be identified.
