OBJECTIVE
The objective of this project was to recommend revisions to the 1999 AASHTO Guide for the Development of Bicycle Facilities.
TASKS
Phase 1 (1.) Develop and implement a plan to ensure consultation with relevant stakeholders throughout the project. These stakeholders should include representatives of the AASHTO Technical Committee on Geometric Design, Highway Subcommittee on Traffic Engineering, and Joint Technical Committee on Non-Motorized Transportation, as well as state Bicycle and Pedestrian Coordinators and other relevant national organizations. (2.) Conduct a critical review of the recommendations and the Chapter 6 proposed outline in NCHRP 20-7 (187) report "Updating the AASHTO Guide for the Development of Bicycle Facilities," published in March 2005. Base the review on a critical analysis of relevant published literature, research in progress, and current practice that (1) has been published since the Task 187 report was completed or (2) was not cited in the Task 187 report. (3.) Develop an updated, detailed work plan to collect, compile, analyze, and synthesize the information that will be used to develop the content for the new Guide. Identify information gaps where additional research is needed to develop sound recommendations in the Guide. Describe how the research approach will address these gaps within the project budget. Identify research needs that cannot be accomplished within the project budget and indicate how these issues will be dealt with in the recommended Guide and final report. (4.) Based on Tasks 1, 2, and 3, develop a revised outline and format for the proposed new Guide that can be accomplished within the project schedule and budget. (5.) Submit an interim report, within 6 months, to document Tasks 1 through 4 for review by the NCHRP. The contractor will be expected to meet with the NCHRP approximately 1 month later. The contractor shall not begin work on the remaining tasks without NCHRP approval.
Phase 2 (6.) Collect, compile, analyze, and synthesize the information needed to develop the recommended Guide, using the work plan approved by the NCHRP. (7.) Submit a technical memorandum documenting the results of Task 6 and finalizing the outline of the Guide for review and approval by NCHRP. (8.) Develop the recommended Guide for the Development of Bicycle Facilities and submit to the NCHRP for review. The contractor will be expected to meet with the NCHRP approximately 1 month after submittal. (9.) Submit a final report that documents the entire research effort and includes the recommended Guide as a stand-alone document. In addition, provide a PowerPoint presentation summarizing the background, objectives, research method, results, and benefits.
The report has been sent to AASHTO for balloting and publication. The contractor's final report is available here, but there are likely to be many changes in the final version. The report should not be distributed broadly or without this disclaimer.
