Background
Airports are under increasing pressure to site (and fund) multimodal projects, connecting airports to road, transit, rail, and other transportation systems. These multimodal projects can be as straightforward as participating in an off-airport highway interchange to more complex private-sector transit-oriented-development projects such as mixed use commercial, industrial and even residential developments. Funding for on-airport and airport-adjacent projects involves a complex interplay of federal programs and federal requirements for use of airport land and airport funds. There have been FAA decisions/guidance letters that have not been readily available or consolidated in one location. Research is needed to compile those decisions to provide information to airport operators.
OBJECTIVE
The objective of this research was to survey practices, case studies, FAA decisions/guidance, and legal principles that should provide information for airport operators who want or may be asked to participate in such projects.
