BACKGROUND

The Federal Transit Administration (FTA) Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities program has had significant changes implemented under MAP 21. These changes have impacted how the program is administered, and therefore, its stakeholders and customers.

OBJECTIVE

The objective of this research is to inform state and local 5310 agencies and stakeholders of the new Program management structure’s impacts that have been employed by Congress through the FTA under MAP 21. With this information, state and large urban 5310 designated recipients and their local agency/stakeholder peers would be able to identify necessary program modifications and/or opportunities. Specifically, the project will promote actions that foster the Program’s future administrative structure.
