ADDITIONAL PILOT TESTS TO IMPROVE TCAPP-Transportation For Communities-Advancing Projects Through Partnerships Website (C39)

Four pilot reports documenting independent assessment and use of the TCAPP website in the planning of additional highway capacity. The objective of the project is to: 1) test the content and functionality of TCAPP; 2) apply the collaborative decision-making principles and practices contained within the TCAPP website and assess how well they work; 3) test any of the materials contributed to TCAPP by projects C01, C02, C03, C06A, C06B, C08, C09, C19 alone or in combinations; 4) provide an independent evaluation of the benefits and value of using TCAPP.
 
Final reports will be available in the Fall of 2014.
These reports provide illustrations on how TCAPP can be used to solve problems that occur in the planning and project development process such as:
 
  • Lack of definition of key issues that need to be addressed
  • Lack of communication among decision makers
  • Loss of trust by decision makers, stakeholders, and environmental resource agencies
  • Planning, programming, and developing projects that lack sufficient support to be fully implemented
  • Engaging a wide variety of stakeholders at the right time in the process
  • Lack of structure in the process and lack of understanding of decision-making authority
  • Helping to get delayed projects “un-stuck” and expediting project delivery
  • Lack of data, tools, and information needed to help make key decisions
  • Lack of integration of important social, economic, and environmental considerations
  • Project cost escalation caused by delays
  • Lack of transparency
 
The pilots are now complete. The final pilot reports will be available in the fall of 2014. All pilot reports are available in a pre-published format as noted below.

 

SHRP2 Project C39A1
Pilot Testing of the TCAPP Decision Guide and Related Capacity Products: Hoopstick Creek, South Carolina
The South Carolina DOT tested the collaborative decision making and integrated ecological framework portions (mainly the projects of the C06 projects) of TCAPP to improve the planning and development of projects, particularly with respect to environmental review and permitting.

SHRP2 Project C39A2
Pilot Testing of the TCAPP Decision Guide and Related Capacity Products: Charlottesville-Albemarle Metropolitan Planning Organization, Virginia
The Charlottesville, Virginia MPO is testing the long-range planning portion of TCAPP in conjunction with the update of its long-range transportation plan. It is also using the C02 performance measures materials.

SHRP2 Project C39A3
Pilot Testing of the TCAPP Decision Guide and Related Capacity Products: Oregon Metro Greenhouse Gas Planning
Policy Consensus Initiatives (PCI) is working with Oregon DOT and several MPOs to integrate greenhouse gas considerations (and the SHRP 2 C09 products) into Oregon’s transportation planning process.

SHRP2 Project C39A4
Pilot Testing of the TCAPP Decision Guide and Related Capacity Products: Southeast Portland, Oregon
Metro (the Portland Oregon MPO) used TCAPP to help develop an innovative transportation corridor plan. They tested the corridor planning and early project development portions of TCAPP in the context of a large MPO.
