State departments of transportation (DOTs) and other organizations responsible for development and management of our surface transportation system seek to enhance both system performance and their capabilities to make improvements. Innovation through adoption of new technology is an important way to make improvements. The challenges to be faced in adoption of new technology, however, are widely acknowledged and persistent.  Experience has shown that an important part of the T2 process is the first adoption; the pioneering effort of a courageous implementer is crucial. However, after the first adoption, other efforts are needed to ensure that the new practices are widely disseminated and applied to change current practices and ultimately improve system and organizational performance.  The objective of this research was to develop a guide to strategies, methods, case examples, and techniques that facilitate adoption of innovations to improve performance.  The research team reviewed the current state of practice in T2 and acceleration of innovation in government and industry, and described a process for addressing problems likely to be faced in a particular innovation-implementation situation.   An extensive literature review document may be dowloaded by clicking here.  The guide has been published as NCHRP Report 768.
