The objective of this research was to prepare a guidebook to (a) describe the QCEW and Census LEHD-OTM data in terms of utility, accessibility, reliability, and use by transportation planning agencies; and (b) identify opportunities to improve the underlying QCEW and LEHD-OTM data.

The guidebook investigates three alternative, publicly available sources of employment data that may be useful for transportation planning and travel behavior research applications. These databases are the Quarterly Census of Employment and Wages (QCEW) collected by the Bureau of Labor Statistics (BLS), and two databases produced from the Census Bureau’s Longitudinal Employment Household Dynamics (LEHD) Program – the Quarterly Workforce Indicators (QWI) and OnTheMap (OTM).
