The objectives of this research were to (1) evaluate state DOT VIA procedures, methods, and practices that satisfy or exceed NEPA and other requirements; (2) document the use of the FHWA methodology, methodologies from other agencies, and other approaches used by DOTs; (3) describe decisionmaking frameworks used at state DOTs to undertake specific VIA techniques for a given project; (4) document proven successful methods; (5) describe best practices illustrated by model case studies; and (6) document promising new developments and lessons learned.
