OBJECTIVE
The objective of this project was to advance the work done in NCHRP Project 03-79 by developing additional techniques to measure traffic signal system performance and arterial travel time.

TASKS
Task 1. Develop and document techniques for measuring the performance of a single signalized intersection.
Task 2. Develop and document techniques for measuring the performance of an arterial.
Task 3. Apply the techniques developed in Tasks 1 and 2 at the Noblesville, Indiana test site.
Task 4. Develop procedures for making operational decisions using the performance measurement techniques developed in Tasks 1 and 2.
Task 5. Recommend detector configuration schemes for the performance measurement techniques developed in Tasks 1 and 2.
Task 6. Prepare a report describing how transportation agencies can apply the results of Task 1 through 5.
Task 7. Design an open architecture multimedia database for archiving vehicular signatures and photographs.
Task 8. Collect vehicular signature data and photographs for use in Tasks 9 and 10.
Task 9. Develop and refine an algorithm for determining arterial travel times using vehicular signatures.
Task 10. Develop a website for the Task 7 database and reports documenting the successes and failures of the Task 9 algorithm.
Task 11. Prepare a report describing how transportation agencies can apply the results of Tasks 7 through 10.
