Due to increasing traffic volumes and the necessity of performing work activities requiring lane and roadway closures, transportation agencies are increasingly challenged to do work at night. However, nighttime work evokes perceptions of poor quality products, lower production rates (longer job durations), increased worker and traveler safety issues, and negative environmental impacts to surrounding neighborhoods and businesses. Research is needed to better understand the impacts of nighttime construction on these issues and to develop guidelines for the effective implementation of nighttime construction and maintenance activities.  The objective of this project was to develop comprehensive guidelines for the conduct of nighttime highway construction and maintenance operations. The guidelines are based on best practices and strategies for nighttime operations that address the (a) safety of personnel (contractor and owner); (b) safety of the traveling public; (c) quality of the as-built facility; (d) productivity; (e) risk and the mitigation of unforeseen conditions, and (f) consideration of construction nuisances to workers and neighbors.
