NCHRP Project 20-24 is responsible for conducting research intended to address the specific needs of chief executive officers (CEOs) and other top managers of state departments of transportation (DOTs). The American Association of State Highway and Transportation Officials (AASHTO) Standing Committee on Research (SCOR) each year allocates funds ($1 to $1.5 million in each of the past few years) to the overall project, but identification of specific tasks is left up to the NCHRP 20-24 project panel.
Task-order contracts are NCHRP's mechanism for providing—in a flexible, ongoing, quick-response manner—research on topics intended to address the specific needs of CEOs and other top managers of state DOTs. Under NCHRP 20-24A, the following contractors were selected through an open competition to provide such services during an initial 3-year term, subsequently extended:

- Cambridge Systematics, Inc.; Cambridge, MA
- Delcan; Vienna, VA
- ICF Incorporated, LLC; Fairfax, VA
- PB Consult, Inc.; Washington, DC
NCHRP Project 20-24A was effectively terminated in September 2012 and replaced by NCHRP 20-24B.
