The objective of this research was to supplement the content of AASHTO’s Transportation Asset Management Guide by developing a second volume of the guide focusing on the establishment and execution of TAM programs in transportation agencies, with particular regard for highway assets. Successful implementation of TAM is fundamentally about good management, effective leadership and achieving the right organizational culture. It does not happen overnight, and requires consistent direction, focus and attention over time. This Guide describes the key tasks as a “step-by-step” sequence that an agency can pick up and act upon.
