Task 12A resulted in an identification and evaluation of the transportation implications of current and emerging economic and demographic trends. Included in this part was an identification of anticipated changes to various institutional, economic/financial, environmental, and technology factors. This task assessed the degree to which state DOTs are being transformed from primarily public works agencies (focused on the planning, design, construction, and maintenance of highways) to multimodal transportation departments (addressing the mobility needs of their states).
