The objective of this workshop was to bring together government, academic, and business leaders who have experience in performance measures and performance based planning and programming to address: organizational approaches to implement performance measures in decision making; implementation experience and the state of the practice; customer perspectives on transportation system performance; and technical issues involving data, measures, and tradeoff analysis. Papers were developed for use in the workshop related to implementation of performance based planning, programming, and decision making. Workshop proceedings will document the breakout session discussions and results. An agenda for further research will also be developed. Besides the NCHRP, this workshop is cosponsored with the National Transit Institute and the Federal Highway Administration.
