This task examined the use of expert panels in the land use forecasting process. A wide range of panel types were addressed including, structured panels convened to decide on likely scenarios, informal telephone panels to provide quick assessments, and other methods identified as part of the research. Geographically, the task addressed land use impacts at the project, corridor, and regional levels. The study covered the use of expert panels, their composition, methods of convening, and methods of integrating panels into the planning process.
