The objective of this task was to assess why some statewide transportation planning programs survive changes in leadership and reorganization while others are significantly altered and/or curtailed. To the extent possible and within various frameworks of state statutes, policies, and processes the research team: identified structures, approaches, practices, and other mechanisms that are likely to ensure the long-term effectiveness and viability of the planning process in providing the foundation for transportation investments. Also, the team developed an initial framework for discussing such institutional changes.
The contractor's final report was submitted to AASHTO.
