The objective of this task was to assess why some statewide transportation planning programs survive changes in leadership and reorganization while others are significantly altered and/or curtailed. To the extent possible and within various frameworks of state statutes, policies, and processes the research team: identified structures, approaches, practices, and other mechanisms that are likely to ensure the long-term effectiveness and viability of the planning process in providing the foundation for transportation investments.
