Management Practices at Small Urban and Rural Public Transportation Systems

This report is a management handbook for smaller transit systems. The handbook is written in an inviting style, focusing on posing typical small transit system problems and current methods and tools for dealing with those problems. Such problem descriptions may be modular for ready distribution independent of the master volume, and includes sources for additional help such as hotlines for Internet sites. Topics include the following: geographic information systems, maintenance management, management information systems, cost analysis, medium-term planning, computer procurement and operation, passenger assistance and ADA, emergency rescue and evacuation, writing and implementing operating procedures, computer-assisted dispatch, financial planning, strategic planning, alcohol and drug testing, legal issues in the workplace, and progressive discipline. The workscope for the project was refined by the APTA Small Operations Committee and the Community Transportation Association of America.

Status: The final report has been published as TCRP Report 54, "Management Toolkit for Rural and Small Urban Transportation Systems."
