NCHRP 03-55(2)A [Completed]

Planning Applications for the Year 2000 Highway Capacity Manual

  Project Data
Funds: $200,000
Research Agency: Dowling Associates
Principal Investigator: Richard G. Dowling
Effective Date: 7/18/1997
Completion Date: 6/17/1999

The 2000 edition of the Highway Capacity Manual (HCM 2000) is available at the TRB Bookstore. Transportation planners will be particularly interested in Part II, "Concepts," and Part IV, "Corridor and Areawide Analyses," which are new in this edition. NCHRP Project 3-55(2)A played a key role in developing material for these two parts of the HCM 2000.

Part II provides educational and conceptual material for capacity analysis. It also discusses the input data that are needed for the various analysis methodologies and default values that can be used if field-measured data are not available. Example service volume tables are provided, as well as information on how analysts can develop their own service volume tables based on conditions in their region.

Part IV provides a framework and specific procedures for analyzing areawide and corridor transportation systems with multiple facility types and multiple modes. It is intended for application in major investment studies, in air quality conformity studies, and in the development of congestion management programs and long-range transportation plans.

The agency final report describing the research conducted is available below in portable document format (PDF). (A free copy of the Adobe Acrobat Reader is available at https://www.adobe.com.) Appendices D through I are not included because they were drafts of HCM 2000 chapters that have been superseded.
