Adaptive Traffic Control Systems (ATCS) technology has been used to mitigate congestion by adjusting the traffic signal timing to accommodate changing traffic patterns. Among the benefits, improved travel time reliability and reduced congestion. The use of this technology has increased within the United States, however, 

research was needed to develop guidance for practitioners on evaluating, selecting, implementing, and maintaining ATCS. The (AT)2C tool, a database developed under NCHRP 20-07 Task 414, along with the embedded User Manual provides an intuitive tool to help practitioners identify, compare, and monitor ATCS technologies. The final report and (AT)2C tool are both available for download and immediate use.
