The objective of this project was to review and evaluate existing strategic research plans implemented across the AASHTO and DOT landscape. This synthesis would assess the types of strategic efforts currently implemented, identify their effectiveness, pros and cons, as well as consider the complexity of such strategic plans as it relates to the organizational and resource limitations of the TCHH. The synthesis provides a report summarizing the information collected and provide a set of recommendations regarding the strategic planning metrics that provide the greatest benefit to the TCHH.
